A bold vision for the future of education and community development is unfolding at the University of Canberra, but it's not without its controversies.
The university has proposed a major rezoning of a site near Lake Ginninderra, a move that could spark debate and discussion among locals and stakeholders.
A New Vision for Lake Ginninderra's Edge
The University of Canberra has its sights set on transforming a 10,000-square-metre site, formerly known as Arscott House, into a vibrant mixed-use development. Vice-Chancellor Bill Shorten believes this site has the potential to become a hub for residential, commercial, and community services, enhancing the Belconnen area.
"This development will not only benefit the university but also the entire Belconnen community," Shorten stated. "It will improve connectivity between the UC campus and the town centre, making it easier for students, staff, and residents to access essential services and amenities."
However, this proposal is not without its complexities. Arscott House, which was demolished in 2019, was once earmarked for a convention centre and short-stay accommodation. The university's annual report from 2023 mentioned plans to explore commercial use of the land for hotel and community conference facilities.
But here's where it gets controversial: the university has since decided that these facilities can be better accommodated within existing campus structures.
"We believe a rezoning of the site will better serve the community's needs," Shorten explained.
The university has collaborated with town planning experts Purdon Planning and Cox Architecture to draft a major plan amendment, which was submitted to the ACT government in July 2025.
The proposal aims to contribute to the Belconnen Boulevard upgrade, integrating the development with John Knight Memorial Park and aligning with the university's campus master plan.
And this is the part most people miss: the university is open to various future possibilities for the site, depending on the rezoning outcome and developer interest.
The history of this site is also worth noting. The ACT government gifted Arscott House to the university in 2011, a move that allowed the institution to access loans for student accommodation and report a significant surplus that year.
The site, currently zoned for community facilities, is strategically located off Aikman Drive, adjacent to Lake Ginninderra College and John Knight Memorial Park.
